DoWI 8430.01, Accelerated Mission Software, is the Department of War instruction for software modernization and lifecycle management. Effective September 8, 2026, it emphasizes continuous delivery, secure software, AI accountability, operational testing, workforce readiness, automation, reusable evidence, and measurable mission outcomes.

The instruction applies across DoW Components and to software throughout its lifecycle, with defined research-and-development exclusions. It also applies to acquisition and non-acquisition programs containing software—including national security systems and defense business systems—regardless of dollar value.

Section 3.9 directs Components to use the DoW Cyber Workforce Framework to define relevant software-team work roles and to ensure applicable software-workforce personnel obtain qualifications under DoDD 8140.01, DoDI 8140.02, and DoDM 8140.03.

The instruction directs operational evaluation leaders and Components to leverage data from continuous monitoring, adversarial testing, and cyber ranges when evaluating mission risk and resilience. A cyber range is therefore an evidence source within a broader testing and evaluation approach—not a standalone compliance checkbox.

It means evaluating whether people can perform under realistic conditions—not only whether they completed training. Section 3.9 calls for skills to be linked to performance and mission outcomes through regular assessment, targeted feedback, and clear metrics.

AI-generated code is treated as unverified input. Development teams remain accountable, sensitive government information must stay within approved environments, generated code must receive rigorous review and security testing, and appropriate developers must be trained on AI vulnerability patterns, secure prompting, and IP or license risks.

Software contracts are expected to provide government rights to relevant mission-value, value-stream, team-performance, and supporting data from contractor and subcontractor environments. Contractors should be ready to show workforce qualifications, performance, testing, security evidence, and portable data while protecting individual information.
